It actually makes a lot of sense given the effect on it, 23% spell haste isn't anything to sneeze at

that effect is spell haste, not mana savings.

Remember Beastlords can use it as well, so the pet heals is hasted, and their nukes as well. It looks wonderful for Beast, and Druids, and very good for Monks.:D
