The Marked Runed Signet is a reward for PoK tradeskill quests.  Don't remember all the specifics, but it's basically like the Thurg Shawl quest.

The quest is called Aid Grimel.  And that's not actually the best reward of the quest.  The top ring is a 25 to all stats ring /drool.  However it does require you to be at least 230+ in ALL tradeskills to even attempt as all items to be made require elemental planes access as well as are 250 trivial.  On my list of things to do in game someday.
